CSA (Client Service Agreement)
The contract that defines the co-employment relationship between a PEO and its client, including allocation of obligations, fees, and termination rights.
A Client Service Agreement (CSA) is the master contract between a PEO and a client business. It establishes the co-employment relationship, defines which employer responsibilities sit with each party, and sets the administrative fee structure.
Key CSA sections typically include service scope, fee schedule, indemnification, data access, benefits eligibility rules, and notice/termination terms. CSA terms vary materially across PEOs and are a primary lever in side-by-side quote comparison.
