Payroll Tax Nexus
The connection between an employer and a state that triggers payroll-tax registration, withholding, and reporting obligations in that state.
A single remote employee in a new state typically creates payroll-tax nexus there, requiring SUI registration, withholding setup, and ongoing filings. Some states impose additional employer obligations (paid leave, workers' comp, local taxes).
Nexus management is one of the most operationally painful areas of multi-state employment. PEO administration of nexus registrations is a frequent driver of PEO adoption among growing employers.
