Fully Insured Health Plan
A health plan in which the employer pays a fixed premium and the insurance carrier assumes all claim-cost risk.

Fully-insured plans are simpler to administer and budget but offer less flexibility and typically higher long-term cost than self-insured alternatives for healthier groups. State-mandated benefits and small-group ACA rating rules apply.
PEO master plans are usually self-insured or level-funded; an employer evaluating a move into a PEO should compare current fully-insured economics to the projected PEO master-plan position carefully.
