Level-funded plans give employers self-funded economics with fully-insured-style budgeting predictability. The carrier reconciles actual claims at year-end; surpluses may be partially refunded to the employer.
Level-funded structures are common in small-group and PEO master plans because they unlock self-funded flexibility for groups that would not normally qualify for traditional self-insurance.
